Description
The U.S. Coast Guard (USCG) is overhauling its requirements generation and capability development framework, transitioning from a legacy process to a digital-first, data-driven approach. This study will involve an "as-is" analysis of current framework challenges and resource gaps. This includes stakeholder engagement with government, industry, and academic experts, alongside benchmarking of best practices in Mission Engineering (ME). Additionally, this study will recommend a new "to-be" framework that establishes ME as the foundational methodology and introduces a new model-based systems engineering ecosystem for requirements development. This will ensure integration with enterprise processes like budgeting and ensure compatibility with federal and industry partners through a digital engineering tools. Finally, this study will include an implementation roadmap featuring a workforce competency model, a strategic communications plan, and pilot project recommendations. The study will culminate in a final report, and an executive briefing to USCG leadership on findings and recommendations.
