Description

The scope of work includes strategic and operational communications support that enables ICE OPA to meet its daily and long-range communication goals. Contractor services shall encompass a full range of press and media, social media, and program and project management including: • Enabling ICE OPA to maintain continuous communications operations across core Department priorities. • Providing adaptable, cross-functional support across the management of media inquiries, press responses, social media creation and analytics, and press releases. • Aligning communication activities with DHS strategic messaging, brand standards, accessibility requirements, and interagency or White House coordination needs. This support will enable ICE OPA to plan, produce, manage, and evaluate high-impact communications across a broad range of Administration priorities. The Contractor will deliver strategic and operational assistance across media engagement, digital analytics, strategic planning, and surge readiness to ensure ICE OPA can meet day-to-day requirements. All services will support DHS efforts to provide timely, accurate, and consistent information to the public, media, external stakeholders, and employees, including, but not limited to, issues related to emerging priorities from the White House, immigration enforcement, detention and removal operations, drug interdiction, human trafficking prevention, child exploitation, trade enforcement, and related law enforcement mission areas. The Contractor will work in close coordination with ICE OPA leadership and staff to ensure all communications efforts are aligned with Departmental goals, responsive to evolving operational needs, and measurable through audience engagement and performance data. Due to the mission-critical nature of ICE OPA’s work, the Contractor must demonstrate the ability to perform under high-speed, politically sensitive, and reputationally complex conditions. Support must seamlessly extend institutional voice, integrate with existing communications infrastructure, and reflect deep understanding of DHS policy evolution, operational tempo, and interagency narrative frameworks.
