IHSC EHR Modernization

DHS is pursuing a federated, shared EHR system that will allow IHSC and CBP to collaborate, access, and contribute health information to the DHS Medical information Exchange. This shared EHR will support multiple instances that will allow each component to manage their unique workflows, data, and processes ensuring both interoperability and autonomy within the shared platform. IHSC will function as the prime administrator for the shared system. The BPA will include two distinct task orders: one for ICE Health Service Corps (IHSC) and one for U.S. Customs and Border Protection (CBP). IHSC serves as the health authority for ICE Enforcement and Removal Operations (ERO), managing direct care for more than 171,000 individuals at 17 IHSC-staffed facilities nationwide (18 with headquarters). IHSC also oversees compliance with ICE detention standards for over 266,000 individuals housed in 217 non-IHSC-staffed facilities, totaling more than 50,700 beds. Health care services include medical, dental, pharmacy, mental health, public health, and disease prevention, delivered by U.S. Public Health Service officers, civil servants, and contracted medical professionals. IHSC expects a total of 1,800 users, with up to 500 of them using the system at the same time (concurrently). The CBP instance will be deployed at 50 to 80 U.S. Border Patrol stations and Ports of Entry. This instance must support at least 1,500 users, and 750 concurrent users. The overall system must be scalable to accommodate more than 300,000 medical encounters annually, with capacity to expand based on mission requirements. The EHR solution will enable DHS components to maintain comprehensive health records across custody transitions, strengthen clinical quality oversight, improve continuity of care during interagency transfers, standardize documentation and reporting practices, and enhance enterprise-level visibility, auditability, and compliance. The vendor will be responsible for system customization to meet requirements, implementation of both instances across all designated locations, and ongoing maintenance and support.
