Services in support of Department of Education human capital and organizational management (HCOM) areas. These areas include the full range of services encompassing human resource operations (HRO), employee labor relations (ELR), workforce development and organizational transformation (WDOT), talent management (TM) and other related capabilities. These services shall be delivered in a manner that effectively contributes towards the DoED mission and help enable DoED to attract, develop and retain a highly productive and results oriented workforce.
