Explosive Odor Detection Canines - Personnel Screening

The objective of this procurement is to establish a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for personnel screening canines meeting the requirements outlined in this scope of work. The IDIQ will be effective for one year from date of award, with four ordering years. The offeror shall provide the following items, “exact match only”, to Category I – Explosive Odor Detection Canines – Personnel Screening. 1. Category I Explosive Odor Detection Canines – Personnel Screening These canines will be trained to perform daily explosive odor detection at USSS protected venues. 2.1 Additions / Exceptions to General Requirements • Age: Must be no older than 2 years of age • Breed: Labrador Retriever 2.2 Requirements for Trained Detection Canines: a. They must possess the following characteristics at a high level: • Hunt drive • Prey drive • Social temperament • Courageous temperament • Independent temperament • Intense Toy possession b. Canines must be selection tested, defined as having passed initial selection testing by an employee of the vendor before being presented to the solicitor for solicitor selection testing. c. Canines must pass selection testing by the solicitor at the vendor’s place of business. Solicitor must be allowed to take the canines off vendor property to test canines as necessary. 2.3 Requirements for Untrained Canines: a. The canines must adhere to the foregoing requirements.
