Description
The Department of Homeland Security (DHS) Headquarters (HQ) HQ Workforce Care Clinic (WCC) located at the St. Elizabeths Campus provides occupational health services for DHS federal personnel stationed at, or visiting, the campus, in addition to other DHS stakeholders (e.g., visitors) who may require services while on campus. The on-campus DHS workforce population is projected to grow significantly over the next decade, creating a mission critical need for scalable clinical support services that promote workforce health, medical readiness, and continuity of operations. Currently, the U.S. Coast Guard (USCG) operates a limited-scope clinic at the St. Elizabeth’s Campus to support active-duty service members. The USCG Base National Capital Region (BNCR) Clinic provides services to the active-duty USCG population and a subset of TRICARE beneficiaries. As DHS expands WCC operations, additional integrated clinical services are required to support DHS-specific occupational health needs - including supporting active-duty USCG personnel - while coordinating with existing USCG BNCR capabilities. Under this Task Order, the Contractor shall provide non-personal services in direct support of DHS HQ WCC operations at the St. Elizabeths Campus. Services may include, but are not limited to, occupational health evaluations, travel medicine consultations and immunizations, pre-employment and pre-placement medical examinations, fitness-for-duty related assessments, and other mission-aligned clinical services required to support DHS WCC operations. Personnel providing services under this Task Order shall work on?site as part of the overall clinical team in support of DHS WCC operations. The Government will define the required services, clinic schedule, and performance standards. The Contractor is responsible for the day?to?day management and supervision of its employees, including how, when, and where they perform the work, in order to meet the requirements of this PWS. DHS may provide technical direction and prioritize work within the scope of the contract, but will not supervise individual contractor employees as if they were Government personnel.
