Description

The solution must be a cloud-based Software-as-a-Service (SaaS) platform capable of supporting a comprehensive range of mission-critical Human Resources (HR) functions. These functions include personnel actions, retirements and benefits management, employee performance management, reservist performance management, deployment evaluations, classification, awards processing, and the generation of custom HR data reports with advanced filtering capabilities. The retirement and benefits module must be capable of calculating all retirement types, including but not limited to Voluntary, Optional, Early Out, Deferred, Discontinued Service, Disability Retirements, Death-In-Service, and Survivor Benefits. Additionally, the module must verify retirement eligibility by calculating deposit/redeposit amounts owed, including payments for military service, FICA-only service, and previously refunded retirement contributions. The retirement calculator must be approved by the Office of Personnel Management (OPM) under the Federal Employees Retirement Coverage Corrections Act (FERCCA). The system must also provide the following client support capabilities: Workflow Management: Dynamic electronic forms for personnel actions, awards workflows, and forms with client-specific export/import capabilities to integrate with payroll systems using agency-specific data formats. Retirement and Financial Literacy Tools: Features such as e-Seminars on financial literacy and retirement, self-service tools like eRetirement, a retirement application wizard, and retirement and benefits case tracking. Employee Center Data Connectivity: Import and export services for seamless data integration. Integrated Employee Self-Service Portal: A portal allowing users to submit and track personnel and system-related inquiries through a case management system, including inquiries related to payroll, compensation, classification, and records management. Electronic HR System Access Request Forms: Includes employee satisfaction surveys and electronic forms for system access requests. The contractor shall also provide ongoing maintenance, cloud hosting, software upgrades, and technical support for the custom software solution, including support for the FEMA.gov URL. The solution and its provider must fully comply with Federal Risk and Authorization Management Program (FedRAMP) security and regulatory requirements.
