The objective of this SOW is to provide support to USDA ARS with several aspects of the Beltsville Agricultural Research Center (BARC) Comprehensive Environmental Response Compensation and Liability Act (CERCLA) program to meet its regulatory obligations as set forth under the 1998 Federal Facilities Agreement (FFA) between the Environmental Protection Agency (EPA) and USDA ARS.
