CHIPS Federal credit, portfolio management, and financial management support

The contract will need to provide expertise that supports the oversight and protection of CHIPS funds and ensures controls to mitigate fraud, waste, and abuse. It shall provide financial expertise related to investment and lending necessary to fulfill statutory and regulatory legal obligations under the CHIPS Act, the Federal Credit Reform Act of 1990, and OMB Circulars. This contract fulfills OMB requirements to limit the Government's risk to default losses and to prepare for legally required balance sheet audits of loan assets.
