Replace Roofs Building 69 and 139 Project No. 542-23-201, Solicitation: 36C24426B0010 Amendment No. 001 Contractor Questions and VA Responses in bold Part 1. Include Site Visit Contractor sign-in sheet dated 6/10/2026. Bids due July 9, 2026, at 12:00 PM EDT Provide design narrative. Will piping riser need replaced below roof drain? Not indicated on drawings. Or just the roof drain itself? Per drawings: only roof drains. Will there be any equipment replaced? Or just reusing existing? Both. Designated laydown area location? Laydown is usually discussed after project award. Will temporary equipment be needed? Not likely. What is the pipe size for the roof drains? Contractor to verify. Please provide a copy of the phase 1 asbestos survey/report (or any applicable hazardous materials report) covering the scope of work for this project. See attached design narrative. If an asbestos report is not available, please advise whether the Contract Documents will allow for a Unit Price Allowance to address potential asbestos abatement activities. Not Applicable. Contract will be firm fixed price. The solicitation states that the Contractor is to repair damage due to leaks and age as needed and required for Building 139 s roof structure. As these appear to be unforeseen conditions, please confirm if a lump sum Allowance, or a Unit Price Allowance would be able for bidders to provide to price this work. If so, please provide details on how to price this work. Conditions are available in attached design narrative. No unit price allowance or allowance will be used. Please confirm if there are any associated warranties with the existing roof structures along with any information of existing roof materials. None currently on record. Has a roof condition survey or core cuts been performed? Yes. If so, can we have the report and photos? See design narrative for report and photos. Please confirm if Note 2/A102 is for only (1) glass panel or multiple. If so, please provide the quantity. Drawing A102 Note 2 show 1 panel. Contractor to verify. On building 69, Is the Natatorium part of the scope of work? It does not currently have lightning protection. To meet UL standards, it needs lightning protection. Do they want lightning protection installed as part of this project? Only portions as indicated in the drawings. Mostly resealing, redirecting drainage and replacing a pane of glass. Again, this is all indicated clearly in the bid documents. Lighting protection is shown to be replaced as indicated on the drawings and as directed by the VAMC. On building 139, Is the masonry coping being replaced with metal coping? Not replaced covered with metal coping see detail A 502-11 Do asbestos and lead surveys/reports currently exist for buildings 69 & 139? If so, can the VA publish them for our review? Please review design narrative. Since there is no asbestos section in the specifications, we assume there is no abatement required under this contract, only an investigation per the Project Understanding section of the solicitation. Is this accurate? Correct. During the freezer condenser work on building 139, is the contractor responsible to develop the phasing plan only, and not assist with the relocation of food items? That is correct. Contractor will not handle VA food stuffs. Do the temporary safety railings atop building 139 get demolished and put back after the roof is completed? See note on drawing AD-102 and A-107. Do the temporary safety railings around the existing skylights atop Building 139 get demolished, or does the VA want to keep them? Some will need to be reused in accordance with the note on A-107 any remaining will be returned to VA. For the tree removal noted on AD-102, does the VA want the stumps ground or removed as well? Yes. Please remove stumps. Section 07 22 00, paragraph 2.2.B.3: are bio-based insulation products applicable to this project? Possibly. Contractor will need to show it conforms to specification. During the scheduled site visit we were not allowed access to the roof of Building 69 to investigate existing conditions. The reasoning being that access would have to be through an extension ladder set-up on the exterior of the building and that fall protection would be needed. OSHA Section 1926.500(a)(1) allows inspectors to be exempted from the fall protection requirements when performing an inspection before or after the performance of work. This includes verification inspections as we tried to perform during the site visit. We request a consecutive 3-hour period where two of our inspectors can investigate the existing conditions of this project on the rooftop. While OSHA guidelines provide this exemption, we do not require OSHA certification for site visits. No additional site visits will take place. Please see design narrative for current conditions of both roofs. If a formal inspection time will not be provided, please comment how discrepancies between plans and actual field conditions will be handled. Any discrepancies from plans and conditions provided by the VA will be handled in post-award. Will the sign-in sheet from site visit be available in addendum? See attached. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO? No. See Spec 013526 1.9 If no to the question above, will the SSHO need to be full-time for this project? SSHO will need to maintain full time presence on jobsite as shown in Spec 013526 1.9 Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC? Yes. See spec 014500 3.4 B. If no to the question above, will the QA/QC need to be full time for this project? N/A Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC? No. Please confirm if tax should be included in our proposal? Bids should be inclusive of all allowable contractor costs. Contract is firm fixed price. Will shutdowns be required to be done during off hours or weekends? There is a strong possibility of that occurring. Are there any areas in either buildings that require advanced notice of work activity or vibration control? Yes. Building 69 contains audiology, recreation therapy and physical therapy. Basically the whole building. Building 139 is the patient dining hall. Areas over patient serving and dining would pose greatest concern. Is there a particular vendor or contractor currently servicing and maintaining the Building Automation System or Temperature Controls System? CM3 holds the contract for this. To allow sufficient time to review responses and prepare our bid we kindly request that you please extend the bid date. Bid date extended one week to 7/9/2026. Will both construction areas share a laydown area? Please indicate the laydown areas for both Building 69 and Building 139 on Staging Plan drawing sheets A-001 A-002. Laydown areas will be agreed upon by VA and contractor after contract award. Can both buildings be worked on concurrently? Yes. Please confirm the bid package requirements for submission (ex. SF 1442, Acknowledgment of Amendments, Completed Limitations on Subcontracting, etc.) Please see submission requirements outlined in the solicitation for bid response.
