Description
The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with American Energy Management, for the following requirement: STATEMENT OF WORK (SOW) Building Management System Service 1. Scope 1. Remote Support. Contractor will provide remote support to assist with operational and technical problems. The VA will provide a non-continuous remote site to site VPN connection so the Contractor can provide the remote support required by this agreement. 2. Software support. Contractor will provide remote software support to reload software, fix bugs, and to make program updates as is necessary. The VA will provide a non-continuous remote site to site VPN connection so the Contractor can provide the remote support required by this agreement. 3. On-Site Problem determination. Contractor to provide on-site labor to perform problem determination which cannot be accomplished with reasonable assistance from the customer and Contractor phone support. 4. On-Site Labor. Contractor will provide on-site labor to fix problems necessary to maintain the system in good working order. Contractor shall make all necessary repairs, or replacements, or adjustments at Contractor s discretion. This contract includes 8 hours of emergency after hours service labor per year. 5. Equipment Warranty. Contractor will furnish all materials necessary to maintain the system s covered equipment in good working order. 6. Operational Checking. Contractor will provide periodic checking of the system via phone connection and/or on-site to promote proper system operation and tuning. This checking will involve examining the system settings, tracking reports, and control parameters to optimize operations and control. 7. Operator Training. Contractor will provide on-site training as needed on an ongoing basis. Training is to be provided on request and is scheduled at mutually convenient times either via phone connection or on-site, as is appropriate. 2. Any control valves bodies 2. Any control dampers 3. Any air flow stations 4. Labor to replace components traditionally installed by other trades 5. Damage incurred by lighting or electrical stress 6. Any metering equipment (water or electric) 7. Room pressure monitors 8. Variable Frequency Drives (VFD s) 3. Place of Performance The Department of Veteran Affairs Medical Center Jamaica Plain Campus, 150 South Huntington Ave, Boston, MA 02130-4817. 4. Period of Performance One base year plus four option years The NAICS code for this requirement is 811310. American Energy Management is the only vendor capable of providing the required services due to proprietary reasons. The building management system (B.M.S.) at the JP Campus is a proprietary control system engineered, installed, and serviced by American Energy Management (AEM). All of the related software (Front-End and DDC Controller applications) supporting this system is engineered, designed and implemented by American Energy Management. AEM is the only qualified company to provide the service support required for the B.M.S. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement must clearly identify their capability to do so in writing by August 21, 2026 at 4 pm EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
