Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock, Multiple Award Construction Contract

Title: Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock, Multiple Award Construction Contract Type: Pre-Solicitation Notice Location: Primarily at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), located at Naval Base Kitsap (NBK) Bremerton, Washington and other areas under the cognizance of Naval Facilities Engineering Systems Command (NAVFAC) Pacific. Solicitation Method: NAVFAC intends to issue one (1) solicitation in September 2026 that results in the award of approximately five (5) Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contracts (MACC) primarily in support of the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock. Solicitation and award of the MACC is anticipated to utilize single phase (one-step) Design-Build (DB) selection procedures. Anticipated Evaluation Factors: Anticipated non-cost/price and price evaluation factors for the solicitation are summarized as follows: Factor 1 – Technical Approach (acceptable/unacceptable) Factor 2 – Experience Factor 3 – Past Performance Factor 4 – Small Business Utilization and Participation Factor 5 – Safety (acceptable/unacceptable) Price NOTE: The Government anticipates that evaluation of Factor 2 – Experience will encompass relevant projects for BOTH construction projects AND design projects. Period of Performance/Maximum Value: The period of performance is anticipated to be a base period of 5-years and one (1) 5-year option period for a maximum possible duration of 10-years; or an aggregate maximum estimated value of $15,000,000,000 for all task orders, whichever occurs first. NAICS Codes: This MACC will encompass a wide range of DB and Design-Bid-Build (DBB) type projects primarily representative of North American Industrial Classification System (NAICS) codes 237990 (primary) Other Heavy and Civil Engineering Construction as well as 236220 (secondary) Commercial and Institutional Building Construction. Task Order Range: The typical size of major construction task orders will range from $2,000,000,000 to $6,000,000,000; however, smaller task orders may be issued to support smaller efforts such as Early Contractor Involvement (ECI) and/or Alternative Technical Concepts (ATC). Task orders may be above this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. For evaluation purposes, the Government anticipates that the solicitation may stipulate that construction projects with a minimum value of $500,000,000 will be deemed relevant. The Navy anticipates that most work under the MACC will be initiated by task order(s) that are competed amongst all the MACC holders (firms awarded one of the potential contracts). Additionally, all MACC holders may be issued task orders for the same scope of work for ECI and/or ATC or where justified, task order awards may be issued to a single MACC holder. The Navy makes no representation as to the number of task orders or actual amount of work to be ordered; however, each MACC holder is anticipated to receive a minimum guarantee in the amount of $1,000,000. As subsequent task orders are awarded which exceed the $1,000,000 minimum guarantee, the $1,000,000 minimum guarantee will be de-obligated and the Government’s obligation for the minimum guarantee for the contract will be satisfied. Bonding Capacity: To qualify for this MACC, the Government anticipates that the solicitation may stipulate that Offerors will need to demonstrate single project bonding capacity of $1,000,000,000 and an aggregate bonding capacity of $3,000,000,000. Acquisition Timeline (Anticipated): Industry Day: 20 August 2026 (actual) Issue MACC Solicitation: 30 September 2026 MACC Pre-Proposal Conference: October 2026 MACC Proposals Due: December 2026 MACC Award: June 2027 Issue Alternative Technical Concept (ATC) Task Order(s): June 2027 ATC Proposals Due (Initial): August 2027 ATC Proposals Due (Final): November 2027 RFP Task Order Marine Package #1: November-December 2027 Planned task order award of Marine Package #1: June 2028 Purpose and Scope: The focus of this MACC will be the construction of a new proposed Multi-Mission Dry Dock in support of SIOP requirements at PSNS & IMF, located at NBK Bremerton, Washington. The Multi-Mission Dry Dock preferred location is within the existing Dry Dock 3 footprint, existing Pier 6, and existing Pier 7; and will include dry dock drainage, dewatering, and flooding systems; a caisson; roadways and rail networks; portal crane track; access and egress elements; mechanical, electrical, and communications systems; support buildings; and utility routing tunnels. The proposed project also includes demolition of facilities and utilities. The Multi-Mission Dry Dock is a fully pressure-relieved dry dock capable of accommodating shipyard repair services for the newest Ford-class aircraft carrier, Nimitz-class carriers, and other surface and subsurface ships served by PSNS & IMF. Dredging south of Multi-Mission Dry Dock is proposed for the Double-Wall Cofferdams, which provides means to support construction of Multi-Mission Dry Dock in the dry, and provides hydraulic cutoff in the permanent condition. The bathymetry in Sinclair Inlet provides adequate water depths to support the drafts of the respective design vessels at berth and during docking/undocking evolutions. Site access is anticipated to be a combination of a temporary fixed pier southeast of existing Building 460, a contractor access road at Bremerton Gate, existing Piers 6 & 7, Dry Dock 3, and the South Gate vehicle inspection building. Prior to establishing the above-described entry points the Navy requires the contractor to install a temporary Controlled Industrial Area (CIA) fence that will encompass the project site. Large Business Offerors will be required to submit an acceptable small business subcontracting plan. Competition Description: A sources sought notice for this procurement was posted on 29 June 2026 on SAM.gov to conduct market research of interested sources. The market research included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition.
