Pre-solicitation Notice W912DW27RA010 RFP Title: “Repair Building 2008", Joint Base Lewis-McChord (JBLM), WA. RFP Posted Date: On or about 1 September 2026. Offeror Response Due Date: On or about 30 September 2026. Magnitude of the Construction Project: Between $10,000,000 and $25,000,000. PSC Code: Y1JZ - Construction of Miscellaneous Buildings. NAICS Code: 236220 - Commercial and Institutional Building Construction. Set Aside: 100% Small Business Set-Aside. FOR INFORMATION ONLY: This is a Pre-Solicitation Notice only. This is a NOTIFICATION ONLY of an anticipated and forthcoming solicitation. Proposals WILL NOT be considered at this time. All questions regarding this notice should be submitted in writing via email to the Contract Specialist noted below. The United States Army Corps of Engineers (USACE), Seattle District, anticipates issuing a solicitation for the award of a firm-fixed-price (FFP) contract for the complete repair and modernization of Building 2008 at Joint Base Lewis-McChord, WA. Scope of Work: The project scope consists of comprehensive interior and exterior renovation of Building 2008, an occupied, historic facility. The project includes, but is not limited to, the complete demolition and replacement of the building’s mechanical systems (including boilers and HVAC), electrical infrastructure (including panels, wiring, and LED lighting), and plumbing systems. The Contractor shall install new life safety systems, including a building-wide fire suppression system and an upgraded fire alarm network. The scope encompasses structural repairs to the concrete foundation, architectural repairs to the exterior envelope and all interior finishes, and the abatement of hazardous materials (asbestos and lead). A critical component of this project requires the Contractor to provide, configure, and manage a temporary "swing space" to relocate multiple tenant units, ensuring continuous, uninterrupted Government operations throughout the duration of the project. The prime Contractor is also responsible for extensive site coordination, including scheduling and facilitating final physical connections with third-party privatized utility companies performing concurrent fire water line installations and transformer upgrades. The solicitation for this requirement will be issued as a Request for Proposals (RFP). Offers received will be evaluated using the tradeoff approach in accordance with the Revolutionary FAR Overhaul (RFO) Part 15. The RFP will result in the award of a single firm-fixed-price contract. Project specifications and drawings will be issued with the RFP. In accordance with RFO 36.101-4, the USACE Acquisition Instructions provides the procedures applicable to definitization of equitable adjustments for change orders under construction contracts in addition to those described at RFO FAR 43.304, RFO DFARS 243.304 and AFARS 5143.304. Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the USACE is currently not available but will be compiled and provided in future announcements. Disclosure of magnitude of construction projects is estimated to be between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) Code for this project is 236220, with a small business size standard of $45 million. Competition for this forthcoming RFP will be limited to Small Business Concerns Only with a primary NAICS of 236220. Offers from other than Small Business concerns will be deemed ineligible for award. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. In accordance with RFO FAR 5.101(d), the solicitation will be posted no earlier than 15 days after the posting of this notice. On or about 1 September 2026, the RFP (solicitation) for this project will be available via the System for Award Management (SAM.gov) website at https://sam.gov/. There will be a link provided in SAM.gov that will direct you to the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module to view and download the RFP documents. NO CDs OR HARD COPIES WILL BE MADE AVAILABLE. Offerors are responsible for checking the website frequently for any updates to this notice. Once the formal RFP is issued, all responsible sources may submit a proposal, which shall be considered by the agency. At that time, firms will be required to submit their proposals via the PIEE Solicitation Module. Offeror will need to be registered in PIEE, with a Proposal Manager, to submit its proposal.
