Description

Description of Work: The purpose of this project is to stabilize slope failure and reconstruct Broad Brook Road. The slope along the southeast side of the roadway failed during the flooding events in July 2023. The toe of the slope has been scoured by Broad Brook and the resulting slope failure impacted Broad Brook Road and its guardrail. This project includes the following major elements; removal of temporary existing concrete waste block retaining wall on the uphill side of Broad Brook Road, removal of the existing 12ft wide temporary roadway and construction of the 18ft wide permanent gravel roadway, and permanent slope stabilization measures both up and down slope of Broad Brook Road. See attached Drawings and Special Provisions for details on the required work. • The project shall be substantially completed no later than October 30, 2026. Liquidated damages will apply for failure to obtain substantial completion within the Contract Time. • All work shall be done to the satisfaction of the authorized Town representative, and shall comply with the 2024 version of the Vermont Agency of Transportation’s Standard Specifications for Construction. https://vtrans.vermont.gov/highway/construct-material/construct-services/pre-contractspecifications/vermont • The contractor shall provide all labor, equipment, and materials, including safety measures (trenching and shoring), required to perform the necessary work. • Work shall consist of, but not be limited to, excavation, dewatering, grading, backfill, erosion controls, roadway replacement, removal and disposal of the existing temporary roadway, removal and disposal of unsuitable material, temporary relocation of stream, guardrail replacement, and all other items appurtenant to the project. • The Contractor shall be responsible for calling Dig-Safe and securing a ticket number prior to work. • The Contractor shall perform all work in compliance with VOSHA/OSHA regulations. • The project is receiving FEMA Public Assistance (PA) funding and is Category B emergency work. QUALIFICATIONS OF CONTRACTORS: To demonstrate Bidder’s qualifications to perform the Work, after submitting its Bid and within 10 days of the Owner’s request, Bidder may be required to submit the following information: a. Written evidence establishing its qualifications such as financial data, previous experience, and present commitments. b. A written statement that Bidder is authorized to do business in the State where the Project is located. c. Subcontractor and Supplier qualification information. d. Other required information regarding qualifications. A Bidder’s failure to submit required information within the times indicated may disqualify Bidder from receiving an award of the Contract. BYRD ANTI-LOBBYING AMENDMENT: Certification is required and must be submitted by bidders and proposed subcontractors for contracts over $100,000.
