Description
The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Lee, Virginia, 23801, intends to award a sole source firm fixed price contract to the ManTech Advanced Systems International, 2251 Corporate Park Dr., Herndon, VA 20171 for Sentris Silver Enhanced Subscription. This requirement is classified under North America Industry Classification System (NAICS), 513210 - Software Publishers, with a size standard of $47 million. The Product Code (PSC) is DA10 – IT and Telecom – Business Application/Application Development Software. This will be a Firm-Fixed Price (FFP) contract with a one-year base period of performance plus four one-year option periods from September 30, 2026 – September 29, 2031. This is a sole source notice published for informational purposes only. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204, as prescribed in FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The purpose of this document is to provide a Justification for an Exception to Fair Opportunity for the Sentris Silver Enhanced Subscription. DCMA requires specialized data security software licenses and its associated maintenance. The required software is a data security solution essential to secure Special Access Program (SAP) data by enforcing mandatory data marking, attribute-based access control (ABAC), and cryptographic protection in compliance with Department of Defense (DoD), Committee on National Security Systems (CNSS), and National Security Agency (NSA) regulations. ManTech, the Original Equipment Manufacturer (OEM) software, is the exclusive provider of the proprietary software required for the SAP product line. No other authorized reseller or dealers offer this product. Please note that this is NOT a request for competitive proposals or quotes. Responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that future competition would be advantageous to the Government for the requirement identified above. Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.
