Description
Overview The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office Defense Healthcare Management Systems (PEO DHMS) Joint Operational Medicine Information System (JOMIS) Program Management Office (PMO), is conducting market research to inform acquisition planning for the modernization of joint medical planning capabilities. The JOMIS PMO requires a modernized, cloud-capable, and joint-interoperable solution for efficient, adequate, and reliable medical modeling and simulation. This capability must support the development of realistic, scenario-based estimates to satisfy baseline requirements for survivability, patient safety, and quality of care during major combat operations, such as anticipated Large-Scale Combat Operations (LSCO), Defense Support of Civil Authorities (DSCA), Humanitarian Assistance and Disaster Relief (HADR) missions, and multi-domain operations below the threshold of conflict. High-Level Objectives: The Government is seeking innovative industry solutions to modernize and replace its legacy Joint Medical Planning Tool (JMPT) and Medical Planners Toolkit (MPTk) applications. Key areas of interest for the modernized capability include: End-to-End Casualty Continuum Modeling: Dynamic simulation of the patient pathway from Outside the Contiguous United States (OCONUS) Point of Injury (POI) through definitive Contiguous United States (CONUS) treatment and Return to Duty (RTD). Stochastic Logistics Projections: Moving beyond static, historical averages to calculate real-world Class VIIIA (Medical Materiel) and VIIIB (Blood) consumption rates and local stockout risks. Dynamic Physiological Deterioration: Modeling the progression of clinical trauma (e.g., hemorrhage, sepsis) over time, particularly under prolonged field care constraints. Multi-Domain and DDIL Operations: Ensuring full system operational capability in Disconnected, Disrupted, Intermittent, and Low-bandwidth (DDIL) environments with robust database synchronization and conflict resolution. Interoperability and Data Ingestion: Seamless integration and normalization of disparate data formats from existing Joint, Service-specific, and multinational/coalition systems, including modern Electronic Health Record (EHR) data. Security & Authority to Operate (ATO): Alignment with DoD Impact Level 5/6 (IL5/IL6) environments, Continuous ATO (c-ATO) pathways, and RMF cybersecurity protocols. Submission Instructions: This RFI seeks industry feedback on the attached Request for Information (RFI) Document to inform upcoming acquisition strategy decisions and requirements formulation. Maximum Page Limit: 15 Pages (excluding company profile sections). Proprietary Information: Any proprietary information submitted must be clearly marked. Respondents must explicitly grant permission for the Government’s designated contractor support personnel to review the submitted materials.
