GENERAL INFORMATION & SPECIAL NOTICE REGARDING SOLICITATION IDENTIFIER This notice constitutes the official solicitation for commercial services prepared in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Subpart 13.5 (Simplified Procedures for Certain Commercial Items), using the publicizing procedures of FAR Part 5 and FAR 12.603. *** SPECIAL NOTICE REGARDING SOLICITATION IDENTIFIER & NOTICE FORMAT *** Offerors are advised that while this opportunity is formally posted under SAM.gov’s "Solicitation" notice type and bears an "R" in the Procurement Instrument Identifier (PIID: N0017826R2500) due to agency electronic procurement system conventions, THIS ACTION IS LEGALLY AND PROCEDURALLY CONDUCTED AS A REQUEST FOR QUOTATIONS (RFQ) UNDER SIMPLIFIED ACQUISITION PROCEDURES (FAR SUBPART 13.5). - This procurement does NOT utilize formal negotiated contracting procedures under FAR Part 15. - There is no formal Source Selection Evaluation Board (SSEB), Source Selection Plan (SSP), or competitive range determination. - Written quotations are being requested under simplified commercial procedures, and a separate written solicitation will not be issued beyond this announcement and the attached SF 1449 package. - The resulting award will be a standalone, commercial Firm-Fixed-Price "C-Type" contract. SUMMARY OF REQUIREMENT NSWCDD requires contractor-provided commercial warehousing, physical storage, inventory management, material handling, and freight transportation support services to support Operating Materials & Supplies (OM&S) and Plant Property & Equipment (PP&E) / General Equipment for CDSA Dam Neck in the Hampton Roads, VA area. *** NOTE: Full facility specifications, dimensional requirements, environmental controls, and performance standards are detailed in the attached Statement of Work (SOW). *** 3. NOTICE OF VEHICLE ALIGNMENT & PRIOR NOTICE SUPERSESSION This notice serves as the official open-market solicitation published directly to SAM.gov (Contract Opportunities). Any prior notices, sources sought, or pre-solicitation announcements referencing the intent to utilize the General Services Administration (GSA) Multiple Award Schedule (MAS) or GSA eBuy are hereby superseded. This procurement is conducted on an open-market basis under FAR Part 12 and FAR Subpart 13.5. 4. SUBMISSION INSTRUCTIONS & BASIS FOR AWARD - Eligibility: Quotes will only be accepted from SBA-certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered under NAICS 493110 in SAM.gov and certified in the SBA VetCert portal. Offers submitted by non-certified entities or firms exceeding the $34.0M size standard will not be considered. - Basis for Award: Award will be made to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA) to the Government pursuant to FAR 13.106-2. Technical acceptability will be evaluated on a Pass/Fail basis against the mandatory minimum requirements set forth in the SOW. - Pricing: Offerors are encouraged to submit published pricing, standard commercial pricelists, historical contract pricing data, or other information to support the Government’s price analysis and determination of fair and reasonable pricing in accordance with FAR 13.106-3. - Questions Deadline: Questions regarding this solicitation must be submitted via email to the Contract Specialist no later than October 13, 2026 at 12:00 PM Eastern Time. - Quotation Due Date: Complete quotations must be received electronically via email no later than October 29, 2026 at 12:00 PM Eastern Time.
