Description
The work includes a team in place for a single point of contact to perform condition assessment along with system modifications needed for successful condition assessment deployment and execution. The system modifications include, but not limited to, exposing piping for external testing, the creation of launch and retrieval structures for the condition assessment technologies, obtaining pipe coupons, and installing appurtenances such as air vents or isolation valves. The team should include and identify construction service members that can develop and execute the necessary traffic control for the safe installation of the system modifications and perform system modifications for the execution of the condition assessment. The successful offeror will have to apply and obtain all permits needed for condition assessment, so the teamâs history and knowledge of the local permitting process and successful history in gaining approval should be demonstrated.The team should be led by a condition assessment technology âneutralâ firm that has extensive knowledge and experience with condition assessment technologies, can recommend and sub-contract with most appropriate technology vendor. The lead firm should not have any commercial alignments or interest so that an unbiased recommendation and implementation can be executed. The assets being assessed can include all infrastructure owned Public Utilities.The team should show its approach and successful history of executing condition assessments, and its ability to prioritize and execute similar work with Public Utilities. The team should demonstrate its knowledge, planning, execution, experience, and applicability of condition assessment technologies with particular emphasis on linear and vertical asset condition assessment technologies.The team must demonstrate its abilities and experience in the analysis of the condition assessment results to incorporate into Public Utilities' asset management strategy. The results and analysis will include, but not limited to, the following tasks:⢠Planning and prioritizing condition assessment and capital improvement projects⢠Developing risk scores from collected condition data and recommendations of subsequent replacement and rehabilitation activities
