The purpose of this Request for Proposals (RFP) is to solicit proposals to provide a range of human resources (HR) services to the City of Newport News on an on-call, as-needed basis. This solicitation covers multiple HR service categories that support the City’s recruitment, workforce development, organizational effectiveness, and related administrative needs.
