Description
1. An immediate, urgent action was required to support the Assistant Secretary of War for Health Affairs (ASW(HA)) in evaluating and securing the domestic manufacturing base for military-essential medications. The Department of War (DoW) currently faces an existential supply chain vulnerability, as the Active Pharmaceutical Ingredients (APIs) and Key Starting Materials (KSMs) for the military's top 25 combat-essential medications are sourced almost entirely from foreign sources. 2. This effort requires independent technical, regulatory, and economic due diligence assessments of proposed domestic pharmaceutical manufacturing solutions. The end result will provide a strategic roadmap and actionable financial underwriting analysis to ensure the DoD can rapidly secure its essential medical supply chain without relying on foreign entities. 3. The Government has determined that the need to ensure the DoD can rapidly secure its essential medical supply chain without relying on foreign entities is of such an unusual and compelling urgency (FAR 16.507-6(b)(1) (RFO)) that the Government has pursued a sole source procurement for the services described above.
