Human Resources Strategic Planning and Research Analysis Consulting Services, On-Call

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals to provide a range of human resources (HR) services to the City of Newport News on an on-call, as-needed basis. This solicitation covers multiple HR service categories that support the City’s recruitment, workforce development, organizational effectiveness, and related administrative needs. Offerors are not required to provide services in all categories to respond; proposals may be submitted for an individual category, multiple categories, or all categories.
