The contractor shall furnish all labor and resources to provide technical assistance to public waterworks identified by VDH ODW in the form of asset management plans (AMP) development/update, waterworks business operation plans (WBOP) development/update, and/or preliminary engineering reports (PER). The contractor will complete these deliverables on a task order basis
