Description
DESCRIPTION: The 19th Special Forces Group (Airborne) requires contractor support to execute a comprehensive, 3-day/2-night CORE Family Resiliency Event for 20–25 military families (70–80 total participants) with ONLY these event dates of 10-13 September 2026. In direct support of the Preservation of the Force and Family (POTFF) initiative, this event will utilize an immersive outdoor camping environment in UTAH ONLY to deliver evidence-based resiliency training, fostering readiness across the Body, Mind, Spirit, and Family pillars. Please see attached Solicitation SF1449 and Statement of Work (SOW) for exact details. SET-ASIDE / RFO FAR REGULATION: Any award resulting from this RFQ solicitation will be made using a “TOTAL SMALL BUSINESS SET-ASIDE” as follows: In accordance with (IAW) RFO FAR 19.104-1 “Total Small Business Set-Asides” paragraph (a) A “set-aside for small business” is the limiting of an acquisition exclusively for participation by small business concerns. For contracts above the micro-purchase threshold, the contracting officer must set the contract aside for small business if there is a reasonable expectation of obtaining offers— (1) From two or more responsible small business concerns; and (2) That are competitive in terms of fair market prices, quality, and delivery. CONTRACT TYPE / EVALUATION CRITERIA (as stated in Solicitation SF1449 pages 28-29): The Government intends to award a single, commercial Firm-Fixed-Price (FFP) contract resulting from this Request for Quotation (RFQ) solicitation to the responsible offeror whose quote conforms to the solicitation, is the most advantageous, and represents the BEST VALUE to the Government, price and other factors considered, IAW RFO FAR 12.203. The Government will evaluate quotes using the Comparative Evaluation process outlined in RFO FAR 12.203(c)(2). Under this process, quotes will be compared directly to one another to determine which provides the best overall benefit. The Government reserves the right to select a quote that exceeds the minimum requirements of the solicitation and represents a superior technical value, even if it is at a higher price than the lowest-priced quote. The following factors will be used to evaluate quotes: 1. Technical Capability (Non-Binary Comparative Factor): Quotes will be evaluated on the quality of the proposed technical approach, the feasibility of the work plan, and the qualifications of proposed personnel to meet the requirements in the Statement of Work (SOW). The Government will look for technical superiority or added value features that exceed the minimum SOW requirements. 2. Price: Evaluated for completeness and fair and reasonable pricing. SUBMISSION INSTRUCTIONS: All quotes must be submitted via email directly to William.t.brown68.civ@army.mil no later than 10:00 AM Mountain Time (MT) on September 2, 2026.
