FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source – Unipolar Diffusion Aerosol Charger SOLICITATION NUMBER: NB305000-26-013333 RESPONSE DATE: 09/18/26 DESCRIPTION: The National Institute of Standards and Technology (NIST), Chemical Sciences Division (CSD) is part of the Material Measurement Laboratory (MML) at NIST. The CSD provides the measurement science, standards, technology, data, and chemical informatics required to support the nation's needs in determining the chemical composition and chemical structure of gases, organic, and inorganic species. This acquisition supports the CSD mission by providing critical technical infrastructure for Grand Challenge Project, enabling precise unipolar diffusion charging of aerosol particles, which is necessary for advanced metrology and chemical analysis. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR Part 12.102(b) with Cambustion, Ltd., Inc located in United Kingdom, for this equipment. Sole Source justification is based on the following: Market research has shown that the only product to meet NIST’s requirement is manufactured by Cambustion, Ltd. Extensive Market research has been conducted and Source Sought notice titled Sources Sought Notice for unipolar diffusion aerosol charger yielded no additional sources. NAICS code for this requirement will be 334516 -Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 9/18/26 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
