DEPARTMENT OF VETERANS AFFAIRS Office of Acquisition, Logistics, and Construction (OALC) Enterprise Procurement Office (EPO) Frederick 5202 Presidents Court, Suite 103 Frederick, MD 21703 JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION NOTICE OF INTENT TO AWARD A SOLE SOURCE AWARD Title: Organizational NCMA Memberships Sole Source to National Contract Management Association Notice Number: 36C10X26Q0280 Description: The Department of Veterans Affairs (VA), Office of Acquisition, Logistics, and Construction (OALC), Enterprise Procurement Office (EPO), intends to negotiate and award a sole-source, firm-fixed-price contract with the National Contract Management Association (NCMA), 1818 Library Street, Suite 500, Reston, VA 20190. This requirement is for the establishment, maintenance, and renewal of organizational NCMA memberships in support of the VA 1102 workforce. The contract will include one base period and two option years Base period October 1, 2026 September 30, 2027 Option Year 1 October 1, 2027 September 30, 2028 Option Year 2 October 1, 2028 September 30, 2029 Statutory Authority: The authority for restricting competition is 41 U.S.C. 1901, as implemented by the Department of Veterans Affairs class deviation to FAR 12.102(b), using the simplified procedures in FAR 13.201. This justification is prepared and approved in accordance with FAR 6.104. Justification: NCMA is the sole owner and administrator of its official organizational membership program, member accounts, and all associated proprietary benefits. No resellers or alternative vendors are authorized to establish or administer NCMA memberships on the required terms. Only NCMA can satisfy the VA s requirement for official NCMA organizational memberships, which includes access to exclusive research, publications, professional-development resources, and member communities specific to NCMA. Market research confirmed that alternative sources may offer related training, but only NCMA itself is authorized and capable of providing the specific memberships and associated benefits at the required scale. This notice is NOT a request for competitive quotations.
