Sole Source Procurement: Zend/PHP Environment for IBM iSeries

These specifications are being advertised under Section 2155.067 of the Texas Government Code. Only bids on items conforming exactly to these specifications, which include proposing only the brand name(s), make and model number(s) specified, will be considered in determining an award. The Texas State Board of Public Accountancy (TSBPA) utilizes PHP as a core component of its web and mobile applications. The Zend Server runs natively on IBM iSeries servers and is nessary for the PHP to work. The Zend/PHP platform is proprietary. Previously IBM licenses that we puchased came with Zend/PHP, include in the price. Now that there is another owner of Zend Technologies, seperate licensing is required. Perforce is the sole source for providing this software. Zend/PHP is the only software that supports the existing web infrastructure at TSBPA. PHP software development within the Zend/PHP server is unique. PHP developers who work in other enviroments are not fimliar with the proprietary struture required within the Zend/PHP enviroment.
