Description

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional Site Services Engineering (SSE) for Project #25-017-0802, Texas Department of State Health Services (DSHS) Public Health Laboratory (DPHL2). The Texas 89th Legislature has appropriated funding to the Department of State Health Services (DSHS) to provide increased laboratory capacity. The Texas Facilities Commission (TFC) is providing the design and construction for the new DPHL2 Project, in support of a major campus expansion project for the DSHS, with its main campus located at 1100 W 49th St, Austin, TX 78756. The department services all Texans and provides essential services such as disease surveillance, prevention and intervention, maternal and child health programs, consumer protection programs, disaster preparedness and response, vital statistics, laboratory testing, and regional and local health services. A primary objective is expanding the existing laboratory space to accommodate evolving technology and growing population. The scope of work includes all necessary site-related engineering services for the construction of a new 220,000-square-foot laboratory building, to be located adjacent to the existing facility. The new laboratory building will provide state-of-the-art clinical and molecular diagnostic space designed to accommodate current operational needs while allowing for long-term growth and flexibility. The new building will be made up of Biosafety Level (BSL) 1 and 2 labs for newborn screening (200,000 GSF) as well as a BSL-3 separate facility (20,000 GSF). The project represents a significant investment in advancing DSHS’s mission, and the selected engineering team will be expected to work in close collaboration with DSHS (Client), the Owner, PMF (Kitchell CEM), other consultants, AE, Construction Manager at Risk, and multiple stakeholders to deliver a flexible, innovative, and technically complex facility that supports future expansion.
