Description of Requirements The contractor provides safeguards and security (S&S) technical and administrative support services. These services assist the Office of Safety and Security (OSS), the Consolidated Service Center (CSC), and the Oak Ridge Office of Environmental Management (OREM) in Oak Ridge, Tennessee. The contractor performs the following core tasks: Audit and Survey Support: Conducts on-site S&S compliance surveys, audits, and self-assessments. Access Vetting and Credentials: Processes approximately 11,000 active access authorizations, evaluates public trust cases, and issues badges/credentials under HSPD-12 and Trusted Workforce 2.0 standards. Information and Technical Protection: Reviews documents for derivative classification, declassification, and Unclassified Controlled Nuclear Information (UCNI) parameters. Supports Controlled Unclassified Information (CUI), Operations Security (OPSEC), and Technical Security (COMSEC, TSCM, TEMPEST) programs. Budgeting and Metrics Formulation: Implements activity-based costing models, reviews budget data submissions, and tracks security performance metrics. Industrial Security Support: Analyzes Foreign Ownership, Control, or Influence (FOCI) submissions and updates facility clearances in the SSIMS database. Administrative Hearings Support: Coordinates administrative reviews, compiles hearing exhibit books, and schedules court reporter services.
