Summary of Key Lease Requirements: State: Texas City: McAllen Delineated Area: Directly off or with immediate access to Highway 2, between Exits 69E and 69C. Minimum Space (ABOA SF): approx. 6,500 ANSI/BOMA Office Area Square Feet Maximum Space (ABOA SF): approx. 8,500 ANSI/BOMA Office Area Square Feet Rentable Space (RSF): approx. Minimum 7,500 Rentable Square Feet Space Type: Fully serviced commercial office space (Class A or Class B). Lease Term: One (1) Year Firm Term with five (5) optional one-year renewal options, exercised at the sole discretion of the Government. Occupancy Date: Target occupancy is immediate upon lease award and completion of any necessary tenant improvements. Lease Type: Fully Serviced (Full Service). Quoted rates must include all utilities, heating, ventilation, air conditioning (HVAC), janitorial services, trash removal, and building maintenance. SPECIFIC SPACE & TECHNICAL REQUIREMENTS Offered properties must currently accommodate or be capable of being modified to meet the following physical and technical requirements: Dedicated Support & Conference Areas Coast Guard Administrative Coordination Office: A designated administrative work area capable of housing standard workstations and secure command filing storage. Coast Guard Support & Medical Readiness Room: A partitioned space configured for administrative support and staff readiness personnel. This area must feature a sink with hot and cold potable water, storage cabinets, and cleanable surfaces. Command Conference Room: A professional meeting space configured to comfortably accommodate 12–15 personnel, featuring structural capability for audio-visual, briefings, and teleconferencing equipment. Dedicated USCG Telecom/Server Room: A secure, climate-controlled room specifically designated to house Coast Guard IT networking equipment, servers, and communication infrastructure. The room must feature dedicated, independent cooling operating continuously (24/7/365), space for a standard 4-post server rack, and secure access control. Common Areas & Facilities Break Room Area: A designated break room or space adjacent to the main administrative area containing a full-sized refrigerator with active water line hookups. Communications & Roof Rights Antenna and Satellite Roof Access: The Lessor shall grant the USCG non-exclusive roof access for the installation, maintenance, and operation of critical communications equipment (including VHF/UHF tactical radio antennas, GPS receivers, and satellite dishes) required for regional coordination. Dedicated Cable Conduits: The Lessor must provide secure, weather-tight conduit runs (minimum 2-inch diameter) leading directly from the roof-mounted equipment area to the dedicated USCG Telecom/Server Room to facilitate secure cabling. Utilities, Power, & Access Backup Power System: The building must have access to a commercial generator (or robust battery backup system if utilizing solar power) configured to automatically transfer and supply uninterrupted power to the Telecom/Server Room, primary coordination spaces, emergency lighting, and building access systems during municipal power outages. Potable Water System: The property must have a reliable potable water system. If the property relies on a water cistern, the Lessor must install and maintain a certified filtration and sterilization system. Operating Hours & Access: Due to the 24-hour nature of Coast Guard regional operations, the facility must be accessible to authorized personnel 24 hours a day, 7 days a week, 365 days a year (24/7/365). PARKING REQUIREMENTS USCG Fleet Parking: Dedicated, secure parking for a minimum of five (5) government-owned vehicles (GOVs) must be available on-site, preferably within a secure, fenced, or monitored perimeter. General Parking: Adequate standard vehicle parking spaces for up to twenty (20) staff and visitors must be provided on-site or within close, safe walking distance of the facility. EXPRESSION OF INTEREST (EOI) SUBMISSION REQUIREMENTS To be considered for evaluation, interested property owners or authorized representatives must submit a written Expression of Interest (EOI) containing the following details: Proof of Ownership/Representation: Documentation establishing clear ownership (e.g., Warranty Deed) or a signed exclusive representation agreement authorizing the submitter to represent the owner and negotiate a federal lease. Property Description: Building name, physical address, and age of the facility. Total Rentable Square Feet (RSF) and ANSI/BOMA Office Area (ABOA) square feet being offered, accompanied by an architectural floor plan of the specific space. Financial Proposal: Expected rental rate per ABOA SF (and RSF) on a fully serviced basis, explicitly stating: Base rental rate. Operating cost portion. Amortized tenant improvement (TI) allowance included in the rate, if any. Availability Date: Confirmed date when the space will be ready for immediate occupancy or a detailed schedule showing the time required to complete required improvements. Parking Breakdown: Total number of parking spaces available, indicating the designated areas for the required five (5) government-owned vehicles. Infrastructure Details: Documentation of 24/7 building access capabilities. Specifications of building HVAC, backup generator, and server room cooling. List of standard building services included in the lease rate (e.g., janitorial schedule, maintenance response).
