Fort Hood Installation Custodial Services

UPDATE (2026-09-25): Amendment 0002 is posted. The purpose of this Amendment is to: Extend the solicitation closing date from [Original Date] to October 7, 2026, at 10:00 AM (CST). Increase the maximum page limit for Volume II - Technical Proposal from twenty-five (25) pages to thirty-five (35) pages. Eliminate the requirement for offerors to submit redacted versions of proposal documents. Remove "Subfactor 6: Annex - Mission-Essential Contractor Services Plan" from the Addendum to FAR 52.212-1. Offerors are still required to submit this plan as part of their proposal package; however, it will not be formally evaluated as a rated subfactor. Amend the Addendum to FAR 52.212-2, Subfactor 3: Phase-in, to state that office space in Building 4819 will be provided by the Government at no cost to the contractor, and to remove the requirement for the procurement and establishment of a contractor-furnished building. This amendment formally supersedes all prior guidance, instructions, and Q&A responses contained in Amendment 0001 regarding redacted documents, the Mission-Essential Contractor Services Plan, and the contractor-furnished building requirements. UPDATE (2026-09-24): Amendment 0001 is posted. The purpose of this Amendment is to: Formally respond to Industry questions received through 18 September 2026. Extend the proposal receipt closing date. Correct conflicting small business set-aside clauses. Correct and conform Section L (Proposal Preparation Instructions) and Section M (Evaluation Criteria). Correct typographical errors in the CLIN Schedule and PWS paragraph cross-references. Please watch SAM.gov for more information EDIT (2026-08-26): Attachment 1 – Performance Work Statement for Installation Custodial Services has been re-uploaded in a viewable format due to an error with the previously posted file. The requirement is for Installation Custodial Services supporting Fort Hood and the Belton Lake Outdoor Recreation Area, including the Warrior Transition Unit and Child Youth Services, across approximately 432 buildings totaling about 3.65 million square feet. The service categories include Basic 1-Day, 3-Day, 5-Day, and 7-Day Services, as well as Enhanced 5-Day Services. Site Visit: The Government will hold a site visit at numerous buildings on Fort Hood, Texas on September 16, 2026, with the site visit beginning at 10:00am (CST) at 575 Sherman Street (Building 40001, Room 203), Fort Hood, Texas. A visitor's pass is required for access to the Fort Hood installation, and it can take up to an hour to acquire one. Attendees should plan to arrive early in order to obtain their visitor's pass and arrive at the site visit on time.
