This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will be used for market research purposes only. The Government will not reimburse respondents for any costs associated with preparation or submission of a response to this notice. AGENCY Department of Health and Human Services (HHS) Indian Health Service (IHS) Great Plains Area Indian Health Service Division of Facilities Management (DFM) TITLE Building Inspection, Diagnostic, Testing, and Maintenance Equipment for the Great Plains Area Division of Facilities Management NAICS CODE NAICS 334519 – Other Measuring and Controlling Device Manufacturing Size Standard: 600 Employees PRODUCT SERVICE CODE (PSC) PSC: 6635 – Physical Properties Testing and Inspection Equipment DESCRIPTION The Indian Health Service (IHS), Great Plains Area Division of Facilities Management (DFM), is conducting market research to identify qualified Indian Economic Enterprises (IEEs), Indian Small Business Economic Enterprises (ISBEEs), and other small business concerns or Federal Supply Schedule contract holders capable of providing commercial-grade building inspection, diagnostic, testing, and maintenance equipment that meets the Government's requirements. The Government anticipates awarding a Firm-Fixed-Price purchase order for the procurement and delivery of commercial diagnostic and maintenance equipment to support facility maintenance, inspection, preventive maintenance, and utility system diagnostics throughout the Great Plains Area. The requirement is for the following equipment or equal products meeting or exceeding the Government's minimum requirements: 25-foot Magnetic Tape Measures – Qty. 9 Moisture Meters – Qty. 2 Chlorine Tester – Qty. 1 Dräger Flow Check Kit with Replacement Components – Qty. 1 High-Intensity Rechargeable Flashlights – Qty. 3 Low-Intensity LED Flashlights – Qty. 4 FLIR i60 Replacement Batteries – Qty. 2 FLIR i60 Replacement Charger – Qty. 1 Infrared Thermometers with Dual Laser Targeting – Qty. 1 Telescoping Inspection Cameras – Qty. 4 Professional Thermal Imaging Cameras – Qty. 4 Vane Anemometers/Airflow Measurement Kits – Qty. 3 Multi-Source EDC Flashlights – Qty. 7 Preferred manufacturers include, but are not limited to, FLIR, Testo, Dräger, Milwaukee, Husky, and Olight. Equal products will be considered provided they meet or exceed the Government's minimum functional requirements. Minimum Salient Characteristics Commercial-grade inspection and diagnostic equipment suitable for professional facility maintenance operations. Equipment shall be new and unused. Products shall include all standard accessories necessary for normal operation. Rechargeable equipment shall include batteries and charging equipment where applicable. Thermal imaging and infrared equipment shall provide professional-grade measurement accuracy. Moisture meters shall support pin and/or pinless measurement as applicable. Airflow measurement equipment shall be capable of HVAC diagnostic applications. Manufacturer's standard commercial warranty shall be included. Replacement parts and technical support shall be available within the United States. The anticipated place(s) of delivery will be Great Plains Area Indian Health Service facilities, with the final delivery location identified at the time of award. The anticipated delivery period is within 30 to 60 calendar days after award. REQUESTED INFORMATION Interested firms shall submit the following information: Company name, address, UEI number, and point of contact. Business size and socioeconomic status, including whether the firm is: Indian Economic Enterprise (IEE) Indian Small Business Economic Enterprise (ISBEE) Small Business Small Disadvantaged Business HUBZone Small Business Service-Disabled Veteran-Owned Small Business Woman-Owned Small Business Federal Supply Schedule Contractor Other Confirmation that the firm is registered in SAM.gov and that registration is active. Description of the products proposed, including manufacturer and model numbers. Technical literature, brochures, specifications, and warranty information demonstrating compliance with the Government's minimum requirements. Description of previous experience providing similar building inspection, diagnostic, testing, maintenance, or industrial equipment to federal, state, tribal, or commercial customers. Estimated delivery lead time after receipt of order. Identification of whether the proposed products are the referenced brand names or equal products. BUY INDIAN ACT INFORMATION Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) responding to this notice shall identify their eligibility under the Buy Indian Act, 25 U.S.C. § 47, and the implementing regulations at HHSAR Subpart 326.6. The Government will use responses to determine whether sufficient competition exists among eligible IEE/ISBEE firms to support a Buy Indian Act set-aside acquisition. NO SOLICITATION EXISTS This is not a Request for Quotations (RFQ), Invitation for Bids (IFB), or Request for Proposals (RFP). No contract will be awarded as a result of this notice. The Government reserves the right to determine the appropriate acquisition strategy based on the responses received. CONTRACTING OFFICER AUTHORITY The Contracting Officer is the only individual authorized to enter into, administer, modify, or terminate contracts on behalf of the United States Government. Any information or guidance provided by Government personnel other than the Contracting Officer shall not be interpreted as authorization to incur costs, commence work, or otherwise bind the Government. No contractual obligation on behalf of the Government shall arise from responses to this Sources Sought Notice or from any Government communications related to this notice unless and until a contract is awarded by the Contracting Officer.
