BGNDRF CUSTODIAL SERVICES PRESOLICITATION NOTICE: In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), The Contracting Officer has decided to solicit quotations directly from suppliers since this acquisition is at or below the simplified acquisition threshold. No solicitation will be posted on the System for Award Management (SAM). In accordance with Revolutionary FAR Overhaul FAR 5.101(c): (1) Point of contact: Savanna Manning, at savanna_manning@ios.doi.gov (2) Set asides: Total Small Business Set-aside (100%) (3) Codes for services or supplies: a. Product Service Code (PSC): S201 - Housekeeping- Custodial Janitorial b. North American Industry Classification System (NAICS): 561720 - Janitorial Services (4) Description of Requirement (i) The Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office (Reclamation) is seeking a contractor to provide twice‑weekly janitorial services at the Brackish Groundwater National Desalination Research Facility (BGNDRF) in Alamogordo, New Mexico over a base year plus two option years. The contractor shall clean and maintain approximately 5,740 square feet of office, laboratory, restroom, carpeted, tiled, and concrete areas, performing all required sweeping, mopping, vacuuming, dusting, disinfecting, waste removal, and appliance cleaning. Contractor shall furnish all labor, supplies, and equipment necessary to maintain facility cleanliness and support occasional special events. Additional information on this requirement is provided in the attached Performance Work Statement titled “Attachment 1- Draft-Performance Work Schedule Custodial” (ii) The Government intends to make award to the responsible offeror whose quote, conforming to the solicitation, represents the best value to the Government. Best value will be determined based on an evaluation of price and other factors. Factors: 1. Technical Capability. 2. Past Performance 3. Price Contract award date is anticipated to begin on or about: November 20, 2026 (iii) Trade agreements are not applicable to this acquisition, as the estimated value does not meet the threshold for coverage under the World Trade Organization Government Procurement Agreement or Free Trade Agreements. (iv) Only the technical information necessary for offerors to prepare their quotes will be provided through the Performance Work Statement. All such information will be furnished as part of the solicitation. Prospective offerors may submit questions to Savanna Manning, Contract Specialist, at savanna_manning@ios.doi.gov no later than October 22, 2026, at 1:00 p.m. MDT. (v) This is a commercial contract under FAR Part 12. Any changes will be made only by mutual written agreement in accordance with FAR 52.212 4(c). (vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which shall be considered by the agency. (vii) This action will be conducted on a competitive basis in accordance with applicable FAR and DOI policies. Therefore, identification of an intended source and justification for lack of competition are not applicable. (viii) Offeror(s) and/or their product/service must meet the following qualification requirement(s) to be eligible for award: Offerors must have an active registration in the System for Award Management (SAM.gov) in order to be eligible for award. This qualification requirement is obtained and maintained through the SAM.gov website.
