Description
IAW RFO 5.101(c)(4): The 786th Force Support Squadron (786 FSS) at Ramstein Air Base requires Smartnet Inc. Closed-Circuit Television (CCTV) and Physical Access Control System (PACS) at the Northside Fitness Center and the Vogelweh Fitness Center. This procurement allows physical access controls and real time surveillance, freeing personal from having to perform manual credential verification and preventing critical security gaps. The requirement consists of the following equipment and components: Northside Fitness Center - 28 x Hanwha Network IR Vandal Dome Cameras - 2 x Secured Door Access Assemblies (including OnGuard controllers, HID RP40 readers, and exit sensors) - Dedicated Server Infrastructure and network switching - Milestone VMS software licenses (28 camera channels) - LenelS2 OnGuard client/controller licenses - All necessary physical infrastructure materials (cabling, conduit, hardware) - Local specialized installation, testing, and configuration labor Vogelweh Fitness Center - 21 x Hanwha Network IR Vandal Dome Cameras - 1 x Secured Door Access Assembly (including OnGuard controller, HID RP40 reader, and exit sensors) - Dedicated Server Infrastructure and network switching - Milestone VMS software licenses (21 camera channels) - LenelS2 OnGuard client/controller licenses - All necessary physical infrastructure materials (cabling, conduit, hardware) Local specialized installation, testing, and configuration labor Trade Agreements Statement "One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements." Notice of Intent to Sole Source The proposed contract action is anticipated to be a sole-source acquisition to Smartnet Inc. Smartnet holds proprietary rights to the configuration data of the software and integration of the system. Air Force Services Center (AFSVC) has already centrally funded this system to be installed at the Ramstein Southside Fitness Center. Since these three locations will be configured to connect to the DAF enterprise-wide Smartnet cloud server they all need to be identical in their set and maintenance. Additionally, AFSVC currently monitors and maintains the system Authority to Operate (ATO) which encompasses all hardware and software (e.g., computer, software, monitors, door access control mechanism, cameras) which all must be strictly controlled to prevent vulnerabilities from being introduced into the cloud-based system. Notwithstanding this, all responsible sources may submit a statement of capability, quotation, bid, or proposal, which will be considered by the agency. An offeror’s proposed equipment and support must meet the requirements listed above to be eligible for potential award. If no eligible responses are received, the award will be made to Smartnet Inc. This acquisition is subject to the availability of FY26 O&M funds, with the anticipated contract award date currently TBD pending the securing of necessary funding.
