THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a commercial, firm fixed price (FFP) purchase order to Central Coast Clinical and Forensic Psychological Services Inc.; 9075 Mountain View DR Atascadero CA, 93422-5006. Under the authority of FAR 12.102(a), only one responsible source is reasonably available, and no other supplies or services will satisfy agency requirements. The requirement is for the purchase of consultation services, which are required for the staff of the Sex Offender Treatment Program (SOTP) at the Naval Consolidated Brig Miramar (NCBM) to ensure the Navy is continuing to provide research-based treatment at the highest level. These services include providing feedback to SOTP staff regarding the following programmatic concerns: case consultation, program adaptions, assessment concerns, and staff development. The anticipated award date of this action is on or before 07 September 2026. The applicable NAICS code is 621330: Offices of Mental Health Practitioners (except Physicians). This acquisition will follow the simplified procedures in FAR 12.201-1: Simplified procedures. This notice of intent is not a request for competitive quotations, and no solicitation document exists for the requirement. All responsible sources may submit a capability statement which shall be considered by the agency. Sources interested in responding to this notice are required to submit a capability statement that includes information in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide all required services in the attached Statement of Work (SOW). Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 12:00 PM Pacific Daylight Time (PDT), July 30, 2026.
