Pre-Solicitation Conference – NSWCPD Environmental Qualification Test Services The Naval Surface Warfare Center Philadelphia Division (NSWCPD) invites interested contractors to a pre-solicitation conference regarding the future requirement for Testing Services in support of Shock and Vibration and Electromagnetic Interference / Compatibility (EMI/EMC) Environmental Qualification efforts for Navy Hull, Mechanical, and Electrical (HME) equipment. This event is an opportunity for NSWCPD to inform industry partners about this upcoming need and to discuss potential strategies for meeting the demand. What: Pre-Solicitation Conference – NSWCPD Environmental Qualification Test Services When: 11/12/2026, 1230 - 1600 (In-person check-in: 1230-1300) Where: NSWCPD Philadelphia Navy Yard, Building 77L Room 200; 1000 Kitty Hawk Ave, Philadelphia, PA 19112. About Environmental Qualification Test Services: NSWCPD DEPARTMENT 30 conducts small to medium scale shock, vibration, and electromagnetic interference and electromagnetic compatibility (EMI/EMC) testing on shipboard and submarine hull, mechanical, and electrical (HME) equipment to reduce risks associated with new or updated equipment designs before they are installed on U.S. Navy ships. Within Department 30, Code 333 has authority to approve shock and vibration test plans, as well as EMI/EMC test plans, for ship and submarine HME equipment prior to the conduct of a test. NSWCPD requires contractor support in the areas of test procedure development, test conduct/execution, design and fabrication of unique test fixtures for various equipment under test (EUTs), and test reporting. NSWCPD requires laboratory capability external to that of NSWCPD EQT laboratories for two main reasons; to help alleviate potential scheduling concerns, and, to provide capability that NSWCPD labs do not currently have.
