Description
The General Services Administration (GSA), Federal Acquisition Service (FAS), is evaluating the establishment of a long-term Special Item Number (SIN) for fully assembled, commercially available rotary-wing aircraft (helicopters) under the Multiple Award Schedule (MAS) program. Rotary-wing aircraft are currently accommodated on a temporary basis under an existing Security and Protection SIN, pending development of a long-term acquisition strategy for this product category. A properly structured, long-term SIN would support federal, state, and local agency missions that rely on commercial rotorcraft, including law enforcement, border security, emergency medical services, search and rescue, and firefighting. To support its review, GSA FAS is issuing a Request for Information (RFI) to rotorcraft original equipment manufacturers (OEMs), authorized dealers and distributors, and other interested parties. The purpose of this RFI is to seek industry input on the proposed scope, draft eligibility criteria, and commercial pricing, delivery, and reporting practices before GSA drafts solicitation language for the proposed SIN. Fully assembled fixed-wing aircraft are excluded from the MAS program. This RFI does not concern fixed-wing aircraft, which remain excluded.
