Medical Marijuana Seed to Sale System

The Commonwealth of Pennsylvania (Commonwealth), Department of Health (DOH), Bureau of Medical Marijuana (Bureau) is seeking a vendor-hosted Software as a Service (SaaS) solution for a comprehensive Medical Marijuana Seed-to-Sale System that will document, monitor, and track every stage of the growing, transferring, possessing, processing, testing, and dispensing of medical marijuana in accordance with Pennsylvania’s Medical Marijuana Act, Act 16 of 2016, P.L. 84, No. 16, 35 P.S. § § 10231.101-2110 (Act 16), which legalized the use of medical marijuana obtained for certified medical use by a Pennsylvania (PA) resident with at least 1 of the identified serious medical conditions enumerated in the statue. There will be a Pre-Proposal Conference, Tuesday, September 8, 2026, at 1:00pm ET.
