INVITATION TO BID Penn West University, California Campus, Clarion Campus, & Edinboro Campus Work Order Contract for Construction - Environmental Hazard Abatement Services Contract # PW-EHAS-2027 Penn West University, California Campus, Clarion Campus, & Edinboro Campus, of the PA State System of Higher Education invites Contractors to download bid documents for this project. Work included under this Unit Price Contract consists of the abatement of environmentally hazardous substance in various buildings at Penn West University, California, Clarion & Edinboro Campuses. Work shall include, but is not necessarily limited to, removal and disposal of asbestos containing materials and lead-based paint. The contractor shall furnish all labor, superintendence, materials, tools and equipment and perform all work necessary to complete each project to the satisfaction of, and subject to the approval of the University and the State System of Higher Education. Penn West University is seeking to retain a Work Order Contract with a qualified contractor(s) to address environmentally hazardous substances on an as needed basis. The contractor(s) must be physically located within an 80-mile radius of three campuses to provide quick on-site emergency services if called upon. The University may award up to 3 contracts for this work. There is no pre-bid mtg for this contract. Electronic Bids are due no later than 11am, EST on October 29, 2026, through PennBid located at https://pennbid.bonfirehub.com. The Bid package is available at no cost via PennBid at https://pennbid.bonfirehub.com/ In order to submit a proposal, interested bidders need to register with PennBid. Registration is a free process that takes only a few minutes. Once registered, bidders may obtain all solicitation documents, receive notification of solicitation updates, and submit and update their confidential bids online. Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
