THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS” NAICS 541519, Other Computer Related Services Response Deadline: 1 September 2026 The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to North Coast Electric Company for Tech Connect Support Services at The Dalles Lock and Dam, Oregon. REASON FOR SOLE SOURCE ACQUISITION: The statutory authority for this non-competitive acquisition is 10 USC § 3204(a)(1), RFO FAR 12.102(a), Soliciting from a single source for commercial purchases not exceeding the simplified acquisition threshold. The purpose is to provide Tech Connect Support Services at The Dalles Lock and Dam, Oregon. Background: The required Tech Connect Support Services at The Dalles Lock and Dam are specifically for Rockwell Automation brand hardware, software and support products. The Dalles Dam Project currently has (59 each) Allen-Bradley programmable logic controllers (manufactured by Rockwell Automation) currently in service that require the use of Allen-Bradley products, including software updates. This requires a current Tech Connect support contract. Justification: North Coast Electric Company is the only appointed Allen-Bradley distributor authorized to sell Allen-Bradley Standard Controls, Drives, PLC/MMI and Rockwell Software products, along with related services, in the geographic area in which The Dalles Lock and Dam is located. Factory products and sales support are made available only through the local authorized distributor, North Coast Electric Company. No other company is a local authorized distributor, and no other company can provide these services to The Dalles Lock and Dam. Impact: Continued Tech Connect Services are mandatory. Without this purchase, damage or failure to critical equipment that is controlled by Allen-Bradley hardware and software is likely to result due to the inability to properly maintain the Allen-Bradley products at The Dalles Lock and Dam. The Government intends to solicit North Coast Electric Company directly for this project on or around 3 September 2026. At this time, a solicitation does not exist.
