****20260830 Update - Providing Draft Documents**** This program is moving untypically fast. The current plan is to issue the Request for White Papers NLT 3 September 2026 with short suspenses for providing them as well as Step 2. In acknowledgement of this, we are attached the DRAFT Solicitation document and Request for White Papers. These are DRAFT and the official ones will be issued NLT 3 September 2026. PROGRAM Notification For Construction Manager at Risk (CM@R) under Other Transaction (OT)Project: Over the Horizon Radar (OTHR) Infrastructure, Oregon. The U.S. Army Corps of Engineers (USACE) is issuing this notice to industry that this requirement will be solicited for preconstruction services and construction of the OTHR infrastructure using Construction Manager at Risk under 10 USC 2808a Other Transaction for Construction. This notice is provided for informational purposes to allow interested parties to be aware of the change in strategy. Project Overview Project Title: OTHR Infrastructure Location: Oregon Agency: USACE, Kansas City District (NWK) NAICS Code: 236220-Commerical and Industrial Building Construction Project Description. This OTHR system requires two sites, a Transmitting site and a Receiver site, located approximately 125 miles apart that are interdependent and must be executed concurrently. Acquisition Strategy (Pre-Award)USACE will use a streamlined competitive selection process: Step 1-White Papers: Interested parties will submit a Statement of Qualifications (max 10 pages). The government intends to down-select up to three Companies to proceed to Step 2. Step 2-Pitches: Selected Companies will participate in pitch meetings. One company will be selected as the Construction Agent for award of the initial preconstruction services with a modification for construction award. AwardThe agreement will be awarded to the most qualified Construction Agent to provide preconstruction services and construction. Post-award Phase 1 of the CM@R includes Pre-construction services and Post-award Phase 2 includes the construction. The agreement will be Firm-Fixed-Price (FFP). The FFP for construction milestones will be agreed to as the design is finalized and funds are available. Key Qualifications that will be used for the a. Demonstrated experience with heavy civil construction in remote locations. (Experience specific to radar arrays, other OTHR systems, and work with Tribal observers will be given more consideration)b. Demonstrated experience in remote locations requiring establishing and maintaining man camps.c. Demonstrated experience with work in remote locations requiring a tight schedule.d. Demonstrated experience with work in remote locations requiring heavy logistical coordination.
