Description
The U.S. Army Corps of Engineers (USACE) Portland District has a requirement for an open-market, FOB destination supply procurement of a commercial fire protection and unwatering pumping system for Lookout Point Dam in Lane County, Oregon. As part of a planned deep drawdown of the Lookout Point reservoir, the penstock will be dewatered and the plant’s normal service-water supply temporarily removed, disabling transformer cooling and fire protection while primary power is back fed from the transmission line. To sustain fire protection and support unwatering operations during this period, USACE intends to procure new equipment and associated piping, including but not limited to the following: One 650 GPM vertical pump/motor assembly at 200 ft total dynamic head (≈50 HP) and one 2000 GPM vertical pump/motor assembly at 51 ft total dynamic head (≈20 HP), both water‑lubricated vertical line‑shaft units designed in accordance with AWWA E103 and HI 9.1–9.5. A complete fire protection pumping package, to include a UL‑listed fire pump controller for a 50 HP, 480 VAC motor; a jockey pump system (0.25 HP, nominal 90 psi); a manual transfer switch for dual fire/unwatering service; and new overload protection compatible with an existing 125A Westinghouse AB DE‑ION breaker panel. Associated 10‑inch and 6‑inch Schedule 40 carbon steel piping, flanges, fittings, valves, pressure relief and pressure regulating valves, and accessories in accordance with ASME B16.5/B31.3, AWWA C500/C517/C530, and the applicable ASTM, ANSI, NEMA, NFPA, and UL standards. The North American Industry Classification System (NAICS) code for this procurement is 333914 Measuring, Dispensing, and Other Pumping Equipment Manufacturing, with a small business size standard of 750 employees. This procurement is set-aside, 100% for small business concerns. This synopsis is not a request for quotes (RFQ), proposals (RFP), or an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed-price contract is intended to be issued via Contract Opportunities at SAM.gov in approximately 1 day or less. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Quotes will be due approximately 10 days from the date the solicitation is issued, however, the 10-day time frame is estimated and subject to change. The definitive solicitation closing due date and time will be stated in the solicitation once issued and any associated amendments as applicable. All responsible sources may submit a quotation for consideration. Quotations must conform to the specifications provided with the solicitation upon its issuance. For contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM).
