Description

This Request for Information (RFI) is a follow-up to E-6B Sources Sought 28RFPREQAPM2710009 posted on 06 May 2026. The Naval Air Systems Command (NAVAIR), on behalf of PMA-271 (Airborne Strategic Command, Control and Communications Program Office) is contemplating an Indefinite Delivery Indefinite Quantity contract with a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods for the upcoming requirement and provides this RFI seeking industry feedback on the feasibility, benefits, and unique challenges associated with a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods. This is a RFI only. This notice is issued solely for information and planning purposes and does not constitute a solicitation. This RFI is not a request for proposals, quotations, or bids, and the Government will not award a contract based on responses to this notice. Responses are voluntary and will be used by the Government for market research purposes only. The Government does not intend to reimburse respondents for any costs incurred in preparing or submitting information in response to this notice. Objective To assist the Government in its acquisition planning, interested vendors are requested to provide feedback addressing the following areas: Requested Information What are the primary risks, constraints, or challenges your company would anticipate with a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods? How does a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods impact your approach to long-term estimating and economic fluctuations? What contract mechanisms or strategies would you recommend to address long-term pricing uncertainty? How would a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods affect your supply chain management, subcontractor relationships, and overall vendor base? How would a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods impact your teaming arrangements, subcontracts, and agreements with Original Equipment Manufacturers (OEMs) and suppliers? Would this duration provide better leverage for long-term pricing agreements? What potential benefits, efficiencies, risks, challenges, or opportunities (e.g., in operational planning, upfront investment, or process improvements) could a base five (5) year ordering period with an option for five (5) additional one (1) year ordering periods provide to your company and the Government?
