1.1 Scope: The City of Columbus, Columbus Water and Power, is receiving bids until October 21, 2026, at 3:00 PM Eastern Time for construction services for the Blueprint Milford / Summit Area Integrated Solutions & Milford Summit Lead Service Line, CIP 650870-110165 & 690236-110005. Bids are to be submitted only through Bid Express at www.bidexpress.com. Hard copies or emails will not be accepted. This project involves work for which consists of installation of rain gardens, installation of storm sewer, restoration, Lead Line Replacement, and other such work as may be necessary to complete the contract, in accordance with the drawings, supplemental specifications, technical specifications, special provisions, and City of Columbus Construction and Material specifications set forth in this Invitation For Bid (IFB). All questions concerning this bid are to reference the project number and the project name and be sent to DPUConstructionBids@columbus.gov. No phone calls concerning questions about the bid will be accepted. The last day to submit questions will be specified in the IFB. Responses will be posted on Bid Express at www.bidexpress.com as an addendum. A pre-bid meeting will not be held. Notice of published addenda will be posted on the City’s Vendor Services website and the addenda will be posted on Bid Express at www.bidexpress.com. 1.2 Classification: All bid documents (Invitation for Bid, technical specifications, plans, and future addenda) will be available for review and download on Bid Express at www.bidexpress.com after the IFB is published. Firms must meet the mandatory requirements stated in the IFB for a bid to be considered for contract award. 1.3 Bid Express: If you do not have an account with Bid Express and you would like to review project information or submit a bid, you will need to register for an account. Go to www.bidexpress.com in order to sign up. There is no charge to establish an account with Bid Express or to bid on City of Columbus projects through Bid Express. 1.4 Diversity Requirement: A portion of this project is anticipated to be funded with a loan from the Water Pollution Control Loan Fund (WPCLF) through the Ohio Environmental Protection Agency (OEPA) and administered by the Ohio Water Development Authority (OWDA). There is a 5.4% Disadvantaged Business Enterprise (DBE) goal for this project that is part of the WPCLF loan program. This goal is a subcontractor goal, not a contract goal. If the prime contractor is a DBE and uses subcontractors on the project, the prime spend is not counted toward meeting the DBE goal.
