1.0 SCOPE AND CLASSIFICATION 1.1 Scope: The City of Columbus is seeking Request for Proposals in response to a Best Value Procurement (BVP) to enter into a Universal Term Contract (indefinite quantity) to purchase articulating wheel loaders to be used as material handlers at the Compost facility. The City will negotiate a contract with the selected vendor for a term of three (3) years beginning at the date of execution through January 31, 2030, with one (1) additional one (1) year extension option. This will be negotiated with the finalist. 1.2 Classification: The contract resulting from the BVP will provide for the purchase and delivery of articulating wheel loaders to be used at the Compost Facility for compost material handling. 1.3 Specification Questions: Questions regarding this BVP must be submitted on the Bonfire portal by 11:00 am Monday, October 5, 2026. Responses will be posted on the RFQ on the Bonfire portal no later than Thursday, October 8, 2026, at 11:00 am. 1.4 For additional information concerning this BVP, including procedures on how to submit a proposal, you must go to the City of Columbus Vendor Services web site at https://columbus.bonfirehub.com/opportunities/254940 and view this bid number, RFQ033706. 1.5 Best Value Procurement Model: The City of Columbus is using a Best Value Procurement in lieu of the Invitation to Bid model. The award will not be made to the lowest, responsive, and responsible bidder. The contract will be awarded based upon: (1) total cost of ownership, to include maintenance and operation costs, as well as the expected life of the equipment, (2) quality of the goods offered and the extent to which the goods meet the operational needs of the City, (3) past performance of the equipment and vendor as determined by customer satisfaction surveys, and (4) acquisition cost and other evaluation criteria referred to in Columbus City Code 329.18 or as defined herein. 1.6 Background of City's Needs: The City will negotiate a Universal Term Contract with the successful vendor.
