Description

The City of Syracuse, New York, is formally assembling a pool of Environmental Protection Agency (EPA) certified and qualified contractors from which the City will solicit quotes for the remediation of lead-based paint (LBP) hazards from structures within its city limits. All remediations will be in accordance with the laws and regulations of the United States federal government and its agencies, including but not limited to the EPA, the Occupational Safety and Health Administration (OSHA), and the New York State Department of Environmental Conservation (NYDEC). Successful contractor respondents to this RFQ will be part of the pool for at least three (3) years. The Department of Neighborhood and Business Development (NBD) administers the Syracuse Lead Grant Program, most commonly called the “Lead Program.” This program is funded by several special-purpose grants from the Department of Housing and Urban Development (HUD) and the EPA and is supported by local foundations and organizations in the City of Syracuse. The program allows eligible property owners, tenants, and landlords to apply for funding and assistance with fixing lead-based paint hazards. All grant-funded work completed through this program is completed by EPA certified contractors. The City of Syracuse’s Lead Program is designed to identify residential properties that require LBP remediation. Once a property that meets program requirements is identified and inspected for LBP hazards, the City will contract with qualified, certified contractors to complete abatement under the EPA’s Lead Renovation, Repair and Painting (RRP) Program regulations. A third-party contractor will be responsible for Clearance sampling. The City of Syracuse Lead Program prioritizes eligible properties within the City of Syracuse as follows: Residences housing children with Elevated Blood Lead Levels (EBLLs) or with active Department of Code Violations Rental units and owner-occupied units with children under the age of six present Mixed-use properties with children under the age of six present Rental units without children under the age of six present Owner-occupied units without children under the age of six present Mixed-use properties without children under the age of six present Vacant units
