Updated Amendment 0004 Solicitation No. 6923G226R000002 is hereby amended as follows: 1. Attachment 1 – Amendment 4 Questions and Answers is hereby incorporated into the solicitation in its entirety. The attached Questions and Answers constitute official Government responses to offeror inquiries and are hereby made part of Solicitation No. 6923G226R000002. 2. Attachment 2 – Updated Performance Work Statement (PWS), Amendment 4 is hereby incorporated into the solicitation and replaces the previously issued Performance Work Statement in its entirety. The revised PWS incorporates Government clarifications and revisions resulting from internal review and the Questions and Answers and supersedes all prior versions of the PWS. All changes are highlighted in yellow. 3. The solicitation is revised to incorporate FAR 52.222-90, Addressing DEI Discrimination by Federal Contractors, as required by current Federal acquisition requirements. The solicitation shall be revised accordingly, and the clause is hereby incorporated into the solicitation. 4. The proposal submission deadline is hereby extended one (1) week. The proposal due date is revised as follows: FROM: July 31, 2026 1:00 PM Eastern Time TO: August 7, 2026 1:00 PM Eastern Time All references throughout the solicitation to the proposal due date shall be interpreted accordingly. 5. Offerors shall acknowledge receipt of this amendment in accordance with the instructions contained in the solicitation. 6. The Department of Transportation(DOT), Maritime Administration(MARAD), and the U.S.Merchant Marine Academy (USMMA) seeks a contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform full scale food services as defined in the Performance Work Statement and expressed in the vendor’s proposal per the Performance Work Statement (PWS). The contractor shall perform to the standards in this contract, in accordance with the Performance Requirements Summary and as recognized by industry standards, Center for Disease Control and Prevention guidelines, and the approved Transition-In Plan to be incorporated into the contract.
