Notice of Intent for Single Source -- Sikorsky SK-64 Initial and Recurrent Pilot Qualification Training

NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration intends to award a single source contract to Helicopter Express LLC. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center proposes to procure Sikorsky SK-64 Initial and Recurrent Pilot Qualification Training. The acquisition will utilize single source procedures as Helicopter Express LLC is the only known source capable of meeting the FAA’s need for initial and recurrent pilot training for the Sikorsky SK-64 aircraft. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Helicopter Express LLC and is not available for full and open competition. Note: The FAR references cited in SAM.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).
