Description
The 764th Enterprise Sourcing Squadron (764 ESS/PKA), Ramstein Air Base is providing notice of award on a firm-fixed commercial purchase order (over the SAT) to the following company: Stone Aircraft Maintenance Solutions LLC; 8112 Hartington Dr, Navarre, Fl 32566 USA; Cage 953M0 Attached below is the justification and approval document. The USAFE-AFAFRICA Aerospace Ground Equipment (AGE) Units at Ramstein Air Base require a software program to track and dispatch AGE equipment across multiple USAFE locations. This system, a modern evolution of the existing AGE dispatch process, will enhance the digital request, queuing, and logging of all AGE services supporting both aircraft generation and base support functions. Specifically, the software will allow users to actively track and monitor equipment utilization for Ramstein's flying operations and facilitate communication with other AGE units throughout USAFE. Currently, Stone Aircraft Maintenance Solutions is the sole developer and rights holder of the existing AGE dispatch software platform for USAFE, which is tailored to meet the Department of the Air Force's (DAF) mission requirements. This platform supports the management and monitoring of a diverse inventory of over 350 pieces of heavy equipment, including ground power units, heating, air conditioners, stands, and lighting. Therefore, this procurement is to renew this software through a simplified acquisition procedures sole-source purchase order to Stone Aircraft Maintenance Solutions LLC. This approach is justified because Stone Aircraft Maintenance Solutions holds exclusive development rights to the software. Developing a new software program would be a lengthy process, potentially creating significant implementation gaps that would hinder critical AGE operations across USAFE reducing our immediate and long term impact across the region. This notice is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract, other than to the single source identified, based upon previous responses is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
