Lumber for Temporary Roofing Mission - DR4931-MP

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring Pressure Treated Lumber to support the roofing mission in Rota following damage from Super Typhoon Bavi disaster declaration 4931-MP. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The solicitation number 70FBR926Q00000039 is issued as a request for quotes (RFQ) for Pressured Treated Lumber to support the temporary roofing mission in Rota. This solicitation is issued as a HUBZone set-aside under FAR 19.1305 and FAR 52.219-3, Notice of HUBZone Set-Aside or Sole-Source Award. Only offers from eligible HUBZone small business concerns will be considered for award. Offerors must be certified HUBZone small business concerns at the time of offer and must comply with all requirements of FAR 52.219-3, including applicable performance of work and limitations on subcontracting requirements. The place of performance is the Commonwealth of the Northern Mariana Islands (CNMI). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. FEMA intends to enter into a firm-fixed-price purchase order. The associated North American Industry Classification System (NAICS) code is 423310, Lumber, Plywood, Millwork, and Wood Panel Merchant Wholesalers, with a small business size standard in number of employees of 150. The Government intends this procurement to support performance in the Commonwealth of the Northern Mariana Islands. Offerors shall ensure that their HUBZone certification, representations, subcontracting approach, and proposed performance comply with FAR 52.219-3 and all other applicable solicitation requirements. The Government will evaluate offers in accordance with the terms of this solicitation and applicable Federal Acquisition Regulation requirements. Award will be made only to an eligible HUBZone small business concern unless the contracting officer determines that award cannot be made in accordance with applicable law and regulation and by submitting a technically acceptable quotation with the lowest evaluated price, in accordance with the evaluation factors stated in this solicitation under Section M. FEMA requests offerors' most competitive pricing for the services outlined in this solicitation. Offerors may include any applicable discounts or added value that their organization is able to provide. The contract period of performance is 48 hours from the date of award.
