SOURCES SOUGHT – IDIQ Contract for Wood Utility Poles

UPDATE: This notice has been revised to request industry feedback on establishing freight prices at contract award, clarify contractor unloading requirements, update the delivery location attachment, and include a list of the wood pole CLINs. SOURCES SOUGHT NOTICE – IDIQ Contract for Wood Utility Poles The Western Area Power Administration (WAPA) is conducting market research to identify qualified businesses capable of furnishing and delivering treated Pacific Coast Douglas Fir wood utility poles in accordance with the attached specifications and drawings. The Government anticipates establishing a Firm-Fixed-Price IDIQ contract with a three (3) year ordering period. Orders will be issued on an as-needed basis. Delivery locations include various WAPA facilities throughout the Upper Great Plains, Rocky Mountain, Desert Southwest, and Sierra Nevada Regions as listed in Attachment C. The contractor would be responsible for unloading poles into WAPA storage bunks. Truck-mounted or separate unloading equipment would be acceptable, provided all necessary personnel and equipment are present and ready when the delivery arrives. Transportation and unloading would be included in the freight price. This notice is for market research purposes and will be used to determine the availability of qualified small business concerns, the potential for a small business set-aside, and the appropriate acquisition platform. Interested firms are requested to provide the following information: Company name, UEI, and CAGE code. Business size and socioeconomic status under NAICS 321114 (550 employees). Indicate whether your firm is the manufacturer/treater of the wood poles or a distributor/dealer. If you are a distributor/dealer, identify the specific manufacturing/treating mill(s) that will produce the poles, and confirm whether that manufacturer is a small business (under 550 employees). Confirmation of ability to meet the attached specifications, drawings, and contractor unloading requirements described in this notice across all four WAPA regions. Indication of whether your firm holds an active GSA Schedule contract with these utility poles on your approved pricelist (if applicable, provide contract number and SIN). Brief description of relevant past experience providing similar wood utility poles. Freight pricing approach. WAPA is considering establishing freight prices at IDIQ award that would apply to subsequent delivery orders, subject to a defined economic price adjustment mechanism. Freight prices would include transportation and contractor unloading at the delivery locations. Routine delivery would be required within 12 weeks after order issuance. Please briefly address: One approach under consideration is a freight price per pole, by pole CLIN and delivery location. Can your firm support this approach? Identify any concerns or recommended changes. Could particular pole CLINs or delivery locations share freight rates? If so, identify the suggested groupings and any limitations. How should smaller orders be priced without unnecessarily increasing freight prices for large orders? Historical examples reviewed generally involved mixed pole lengths and 20 or more poles per destination, although smaller quantities, particularly of longer poles, may be required. These examples do not establish a minimum order quantity. What objective index or other adjustment method would you recommend for freight prices over the three-year ordering period, considering the transportation methods your firm would use?
